No. Any requisition or proposal must require an official approval via email, form or system. No approval using Whatsapp or any instant messengers.
In certain circumstances, you may use the Whatsapp or instant messengers for urgent and important request. But the request must be made officially through the above means. However, this practice is not recommended, for audit reasons.
